When CPSC holds an imported shipment, it is usually because the product is regulated and its certificate data was expected at entry. Since July 8, 2026, importers of most regulated consumer products must file that certificate data electronically — the eFiling requirement. CPSC's own flagged-code list for that requirement (version 5, April 2026) covers roughly 600 HTS codes, and CPSC says the list is neither exhaustive nor definitive: a product can be regulated without a flagged code, and a flagged code does not by itself mean the product needs a certificate.
