Do carpets and rugs need certification?

Some HTS codes covering carpets and rugs are on CPSC's eFiling flagged-code list, under the category "Carpets and Rugs." CPSC uses the list to flag codes when goods arrive. A product under a flagged code may need a certificate, may fall under no certificate rule, or may be one CPSC lets go without a certificate; which case fits depends on the product itself, not the code.

Carpets and rugs

Most carpets and rugs (HTS chapter 57) are general-use goods, so where a certificate applies it is a General Certificate of Conformity against CPSC's surface-flammability standards; a rug made mainly for children 12 or under, such as a nursery play rug, is a children's product and takes a Children's Product Certificate instead. Two standards split the category by size, not by material: 16 CFR 1630 covers large carpets and rugs (over 6 feet on one side and over 24 square feet in area) and 16 CFR 1631 covers small ones (no side over 6 feet and 24 square feet or less), each testing how the surface resists ignition in a standardized pill test. Carpet tiles meant to be laid together into a larger floor fall under 16 CFR 1630. A piece that meets neither size test as written, such as a long, narrow runner, is closest to the small-carpet test.

Scope Boundary

The free certificate check gives a product-level answer -- which standards apply, which are excluded, and whether the result points to a certificate or a disclaim -- based on the specific product's own attributes, not just its HTS code.
